SAPTA HIV Testing Program
The Substance Abuse
and Mental Health Services Administration (SAMHSA) Block Grant supported the Office of HIV/AIDS and
Substance Abuse Prevention & Treatment Agency (SAPTA) HIV Testing Program operated between October 2016 - September 2020.
The Substance Abuse Prevention & Treatment Agency (SAPTA) HIV Testing Programs assist SAPTA state certified residential and/or
transitional treatment facilities in offering rapid HIV testing at treatment
locations. This supported the goals of the National HIV/AIDS Strategy (NHAS)
by reducing HIV incidence, increasing access to care and optimizing health
outcomes, and reducing HIV-related health disparities. It also supports the
requirement of the Substance Abuse and Mental Health Services Administration’s
(SAMHSA) initiative to expand early intervention services for HIV by funding
certified residential and/or transitional treatment facilities to offer and
encourage rapid HIV testing (including confirmatory and diagnostic testing),
HIV risk reduction education, linkages to care, and other ancillary services.
Multiple SAPTA certified residential and/or transitional treatment programs
was selected statewide.

Rapid HIV Testing/Counseling Certification Program (HIV 101)
This Rapid HIV Testing/Counseling Certification Program is designed to provide the attendee with all of the necessary information to conduct rapid HIV testing in the State of Nevada. This course is offered through the Southern Nevada Health District. In order to receive a certificate of completion, the staff must complete the Rapid HIV Testing/Counseling Certification Program course in its entirety. This certificate is required by the State Laboratory Licensing Bureau for the CLIA waiver to conduct on-site Rapid HIV testing.

Worker ID Request
A worker ID is needed for each staff person who will be conducting HIV Testing. To obtain a worker ID, the agency should send the following information to Preston Nguyen Tang, Health Program Specialist I, ptang@health.nv.gov:
• Copies of Southern Nevada Health District - Rapid HIV Testing/Counseling Certification Program
• The sponsoring agency’s name and mailing address
• The requesting staff’s full legal name, their work email address, and work phone number.
Please allow time for Worker ID’s to be generated and sent back to the agencies.

Engagement in HIV Prevention Planning Groups
All funded programs are required to participate in the HIV Prevention Planning Groups for their respected jurisdiction. They may participate via conference call or in person. The subgrantee should contact the following to participate in the HIV Prevention Planning Groups:
